Changing size of video frames?

I'm trying to make a GIF of a short video clip using the video frames, which works great! awesome software..
However i can't seem to figure out how i can resize the video frames to better fit a smaller animation.
I.E my pictures are 1024x768 but i want to resize them to fit in a smaller animation? Thanks for any help.
