I have edited a video and added titles from the VideoStudio Content CD. I saved the edited video as a project and when I reopen the project it asks for links to these titles and can't find them unless the CD is in the CD drive. Why are these titles saved as part of the project?

Because the project file (the one with the name you have given the project with the .VSP extension), is only a small one which does not contain the whole project -- clips, audio, editing, titles etc. It only contains information for the computer to find what has gone into the project. what has been done to the clips etc and where everything is on the computer. Thus, when you open the project, the computer looks in all the right places to find all the various bits and pieces. Unfortunately for you, it looks to find the titles which you have used direct from the Content CD, and unless that disc is in the drive, the project file cannot find the titles and asks to re-link. It would probably be better to import the titles to a permanently connected hard disc, so that they are always available for the project file to retrieve.
