HELP-photo explorer 8.0--won't install or delete

hey i just got a webcam that comes with ULEAD software, and when i try to install photo explorer 8.0, it says that another version of photo explorer has been installed and says that i must delete that first, so when i try to delete it from the add/remove programs thing, it says the same thing..can anyone help???
