OK, lets try another way (NOTE, I haven't tested this).
Uninstall PI. Reboot. Run regedit. If PI is your only Ulead app, search and remove every reference to Ulead from registry; if not, remove every reference to PhotoImpact (I mean if a branch contains text Ulead or PhotoImpact, remove whole branch). BEFORE REMOVING BRANCH FROM REGISTRY, BACK IT UP WITH File>Export.
Now go to Program Files\InstallShield Installation Information. There are some directories there with funny names. Every directory should contain setup.ini file. Check ini files (fe. open in Notepad) and find the one refering to PI (this info should be at the very beginning of the file). If you find such file, delete WHOLE directory containing this file and ONLY THIS DIRECTORY.
Now reinstall PI, reboot.
Check if it is any better now.

I've found another solution temporarily work so I will try what you've said after finishing my urgent work with PI.
Here's how I work:
Because My friend have a workable version of PI10 in his computer, I copy all the file inside the installation directory (i.e. \Photoimpact 10) and cover all the files in my computer. It works then and PI10 loaded successfully. However, every time when I reboot my computer, I need to repeat what I've said before.
After my urgent work, I would try your method immediately, thankyou.
