file not accessible?

wherever I tried to add a video file, it says " [file-name] is not accessible "
what can I do to fix this problem?

Do you type in the name or 'browse' and select it?

i tried browsing the files AND draging&dropping them

Having problems selecting from browsing could indicate in use by another program? Can you open it in other programs.

there is nothing wrong with the file itself.
i can open it and play it without any problem
