Unable to open multiple files from PEX

Problem I am experiencing:

I can’t open more than 2 files from PEX 8.6 to PI 11. I get a message that it is unable to open the 3rd and following files.
The last path statement is garbage.
I have no problem opening multiple files to PI 10.

CPU (Processor): P4 2.6GHz
Memory (RAM): 512
Display Card: ATI Radeon 9600 PRO
Hard Disk Free Space: C:30 Gb NTFS
Installer type/filename: Upgrade CD
Operating System: WinXP Home – SP2
Windows Region Settings: English - US
