video download problems

I am doing a video/picture DVD
I downloaded off a scandisc - and then imported video & picts to video studio. It appears fine on the computer but when I burn the dvd & play the quality stinks - jumpy.
Here are the properties (two different types)

My project settings:
Template MPEG files, 24 bits 720x480, frame based DVD-NTSC 4:3, video data rate: variable (max 7000 kbps
Project setting
24 bits 720x480, 28.97 FPS lower field first (DVD-NTSC) 4:3 video data rate variable (max 8000 kbps
Got any ideas?

The problem seems to reside in the avi files. They play fine on the computer but not in the burned copy? Anybody have any ideas?
