Hi
I have been given a video to Remaster from 4:3 to 16:9. From what I worked out (using a aspect ratio calc) I need to create the video in 720x768 instead of 720 x 576. However MSP8 or VS9 will not let me specify any Frame Size I want it defaults to 720 x 576.
How can I specify a used defined size or is there a better way to remaster from 4:3 to 16:9.

You've posted this in two forums are you using Video Studio or Media Studio?
Nevertheless the answer is the same.
Strangely enough you use the same aspect ratio if working with 4.3 or 16.9 I know that mathematically it does not make sense. It is all to do with the original filming of the subject. You should set your camera into the required mode at the time of filming or taking your snapshots.
You then render to that same format.
PAL is 720 x 576
NTSC is 720 x 480

What I'm trying to do is take the this 4:3 mpg to 16:9 mpg Both MPS8 & VS9 does not allow me to change the Frame Size
what I want to do is to re-render this 4:3 mpg to 16:9. I've found another program that says I should have Resize it to 735 x 784

There is actually a very easy way to do this, I do it all the time.
Start a project in 16:9 mode. Take your 4:3 clip and drop it into the overlay track. You will have to size it to fit your requirements. I don't know if you want the bars on the left and right, and just have the 4:3 clip in the middle, or if you want to clip the top and bottom. I shoot a lot of High School concert videos, so I clip top and bottom. Either way, you just resize until you have what you want and then render a new video clip. That new clip will be 16:9.
You will experience a longer than normal conversion time, but that is just the price I pay to make the conversion. Well worth it.
I know I am on the MSP board, and I only do this in VS9, but this is where the answers ended up.

Actually, yesterday I put up a tutorial to do this in the Video Tutorial section at http://phpbb.ulead.com.tw/EN/viewtopic.php?t=9556. It is not pretty, my screen capturs came out terrible, but the concept is there and, I think, easy to follow.
Try it out and let me know how the tutorial is. I don't normally write things like that, so this is a learning experience for me.
