dvd video quality problem

I am using ulead 3se that came bundled with the hauppage tuner card. I've imported a tv show over RCA cables to the card, using beyondTV to capture the video. It looks fine when I view the captured video with media player. When I put the video on dvd using Ulead and play it on my sony progressive scan dvd player, the quality is horrible. It suffers from derez, and the picture is very jagged. The best I can describe it is that it is broken down into lines, and looks horrible. I tried turning off the progressive scan, because it looked like the video was being forced or changed by the progressive scan, but it looked the same. I have tried three times with different settings, but it all looks the same.

You most likely have your field order upside down and recompressed an already compressed mpeg file. Cant be more specific with the wealth of information on your clip properties, project settings etc. you provided.
