Please confirm that you have looked at Edit > Playback speed (or right clicked a clip in the timeline and chosen Playback Speed), and that it does not do what you are after...

I can not think of any way of automatically incrementing the increase of speed throughout the duration of a clip within VideoStudio.
How long is the clip ? how much do you want the effect ?
If I was desperate enough for an effect like that I would be removing individual frames in increasing numbers during the duration of the clip - to arrive at 300% speed you would need to remove two out of every three frames at the end - a little bit of mathmatics would work out how many to remove per second back to the beginning of the clip.
Yes it will look a little jerky with frames removed - but that is basically what speeding up a video clip does - the TV will still want to display 25 (29.97) frames per second so the only way to speed up the action is to remove some frames - not even an automtic increase programme can shorten the time individual frames are displayed.
