Images Trembling - Field Order Problems ?

I dont know what to do: I am trying to burn from dv tape to dvd and in some videos the images in movement look like shaking or trembling, as if I had used incorrect field order. I’ve done all things in this sequence:
Capture from miniDV to HD in DV avi type 2 using scenalyzer, where I obtain this kind of AVI video: MainConcept DV Codec 2.4.4 Type 2

Edition and titles using UVS8 and saving to mpeg like this:
NTSC drop frame (29.97 fps)
MPEG file
24 Bits, 720 x 480, 29.97 fps
Lower Field First
(DVD-NTSC), 4:3
Video data rate: Variable (Max. 6000 kbps)
Audio data rate: 256 kbps
MPEG audio layer 2, 48 KHz, Stereo

Then I author DVD using DVD Workshop 2 with the same project properties, asking not to convert compliant videos.

The problem is that when I watch on TV some videos seems OK and others seems like the field order was upper first, although all of then are lower first. I was wondering if this could be related to the location of frames where I split video using Video Studio or to select or not anti-flicker in VS8 preferences or if this is related to using or not titles (although other videos with titles seems ok)

What can be wrong ?
