Titles and Chapters

I am trying to import video clips into DVDWS2 and set each clip as a chapter point. It will not recognize each clip as a chapter, it appears to be recognizing each clip as a separate title and only allowing me to set chapters in each clip. Is there a way to correct this or do I need to import these clips into a NLE and export them as one AVI and then go in and set chapter points as needed?
