Trouble with choppiness. Creating VCD disks.

I am having major choppiness/skipping problems creating VCD disks.
I am simply dragging and dropping .mpg movies into VS. I have read that the problem could be caused by using the default type 2 encoder, but I can't confirm or deny this. I haven't had a chance to test it.

My other question....is there a more reliable way
of creating home movies, to be played on a home dvd player?
I have only tried using CDR-W disks, though I also own a DVD
burner.
