I recently downloaded Picture Show 4. I was using Picture Show 3 before that. Now that I have opened up all my slideshows in 4, can I safely remove 3 from my computer?

Yes you can remove version 3. Different versions of ulead softwares are independent of each other so it will not affect version 4 once removed.
