there are lots of ways of doing this, but none that I know that are built in to video studio.
For something quick and dirty, you can try adding a whiter border to title text and increasing it's width - that will result in more of a "cloud" style, which is probably not what you're after.
Otherwise, you need to use a third-party program to draw the speech bubble and use it as a video overlay, with a transparent background. You could draw in the text in that program or apply it as a VS title sized and positioned to suit, which would then give you more options of fading the text in and out and so on.
