so what is the difference between the two formats?

There is in fact only one format: mpeg-2. But they have different properties. 'DVD' mpeg-2 has the properties which allow it to be burned correctly to DVD and play back properly on a DVD player. The more general 'mpeg-2' choice in the templates has different properties (usually Frame-Based rather than upper or lower field first) and is, again usually, aimed at producing SVCDs rather than DVDs. In other words they are both mpeg-2 icecream, just different flavours!!!
