Error SAO-2336-SPTI-2A-02-05-24-00 while burning VCD

I get the error listed above while trying to burn a VCD using videostudio 8. I burned a CD just before this which was basically the same material, but missing a couple of clips. It seems like there is a threshold, and when I get too much material it gives me this error. When I start the burn it says it only needs 400MB so I am not exceeding the CD capacity. Any ideas? The source clips are MPEGs in case it matters.

Enable buffer underrun protection and use the lowest burn speed possible. Close all unnecessary apps in the background and disconnect external devices.
