Is there any information available on the structure of .ufo files. Or, are there any simple programs to edit them.

I downloaded the trial version of PhotoImpact copied one of the layouts in \template\cutomise\layout\ and was able to use it after editing it to produce a 16 button layout from the 12 button layout. (burnt a DVD with the new template)
The only problem with it is that it retains the original 12 button thumbnail view in the selection row at the bottom of the MF4 screen. The information must be in the .ufo file as it was copied when I copied the file.
Does anybody know how I can fix that?

To answer my own query on the thumbnail. There is a hiden object in the .ufo file. IMG_TEMPLATE is a 120x90 bitmap of the full template. So that just needs to be updated to complete the generation of a new customised layout.
Don't think that I can justify the price of PhotoImpact, so I will have to get all my customisation done in the next 30 days.
Actually, given the flexibility of the MF4 customisation process, if there were layouts with all button numbers up to and including 16, there would be not much need for any external editing.
