Which mpeg setting is suitable for conversion vcd

Which mpeg setting is suitable for conversion vcd pal 24 bits, 352 x 288, 25 fps ?

This setting pal 24 bits, 352 x 288, 25 fps or this setting ntsc 24 bits, 352 x 240, 29.97 fps.

I use the default setting ( HD 4:3 Dolby Digital ) and after conversion dvd movie is worse than vcd.

That is because the mpeg 1 of the VCD has been reencoded to mpeg2, one lossy compression to another.

You certainly don't want to use teh ntsc setting if your movie is in PAL.
