Instead of capturing straight into VS8, I am capturing using the software that came with my Plextor capture device. The software is called WinDVD Creator from InterVideo. It automatically compresses. Then I export it as an MPEG2 file. Then open that file in VS8, and do my edits, overlays, filters etc. Then I create the DVD from VS8.
Will I still get good quality DVDs doing it this way?

Had to tell, but if WinDVD Creator gives you any control over the capture settings, I would use MPEG2 using settings that match the DVD template you intend to use in UVS -- that would eliminate both a time consuming conversion process, and the loss of quality inherent in transcoding.
Ultimately, you will be the judge of whether the quality meets your expectations, but if at all possible, avoid transcoding.

I endorse THoff's remarks. In theory: mpeg is a lossy format, and anytime you make changes, like editing or transcoding, you will lose quality. In practice: jchunter2 (I think) has done several tests on this, and states that there is no discernable quality loss after repeated rendering.
Try a shortish segment first; if you are satisfied with the result, go for it.
