New to DVD workshop so please forgive if I get the termonology wrong.
Can DVD WS create the chapter titles (text that overlays the video at the beginning of a new scene)?

I think not. (But, I'm not certain.)
DVD Workshop is DVD Authoring Software. What you want to do is Video Editing. You can use an editing program like Video Studio.
This can get confusing, because there is some overlap between programs. I'm using 4 or 5 different programs for capture, editing, authoring, burning, and creating & printing packaging graphics!

What type of text?
Do you mean subtitles (couple of lines at the bottom of the screen), or do you mean large text that overlays the video?
DWS 2.x can do subtitles, but not the large text over the rest of the screen (like DVDDoug said).
Ulead's other authoring application can do some titles -- DVD MovieFactory 3.0
