Use the circular selection tool. Once you've selected the area you want, click the selection options button, and select Inverse. Click it again and select "Make selection area transparent."

thank you so much i was also wondering how to add premade glitter to a section

If you have premade glitter, you may need to duplicate it and move it to make the area big enough.
