Help... only getting about 15 fps and also out of sync audio

I am capturing pretty good quality video from 8mm camcorder via a Plextor capture device, and even though the properties of my captured clip say 29.97 fps, it looks more like 10-15 fps. And the audio is about 1/2 second late. I have a very powerful computer (3.2 ghz, 2gig ram). Can anyone tell me what is wrong?

Julia,
I capture analog with a Pinnacle Studio Moviebox USB. Sometimes when I am capturing the display and sound get out of sync but when I look at the captured file it is okay. Have you tried that or is what you are describing the results of the captured file?

Julia,

You say "it looks more like 10-15 fps." You don't say "it IS 10-15 fps."

Would you explain where you're getting your information?
