Let me pick your brains about this one.
If you create a round path object using the path tool, you can add a border, and it will be a round border along the edge of the circle.
If, however, you create a round object by using the selector tool, converting to object, and then change object from an image to a path and add a border, the border is rectangular around the outside of the converted object, and does not follow the curvature. The same is true for an extracted object.
Is there a way around this dilemma, or a setting that can be altered to accomplish this properly?
For now, I've used the shadow tool and selected halo to get a border, but that doesn't help when using a border or other effect from the Easy Palette.
This holds true for PI 11 as well as 10. I don't know about earlier versions.

I'm not sure about this in any other version than v8, which is what I'm using, but why not cut out the "middle-man" and go straight from a selection to a path object.
Make your selection, then use Edit/Trace Selection Marquee to make it into a path object. Maybe that will give you better luck in what you want to do.
I seem to recall that it's that right-click/convert object type from image to text/path object that makes things go kablooey. PI can't seem to figure out the new path object's borders and settles for the bounding box.
