PI 11 still no working "Smart Download"??

I'm a current PI 10 ESD user (actually have the web bundle also). I was about to spend the $50 on my upgrade to PI 11, but it appears that the "Smart Download" feature is STILL not functional.

For my PI 10 ESD, I have manually downloaded the Textures, etc. etc. that Smart Download suggest I get -- however, this does NOT prevent Smart Download from constantly prompting me for a texture download whenever I select it for use.

I do NOT understand why the developers of PI 10 have opted out of fixing this long lasting and very annoying problem?

I'm about to join the Adobe camp unless anyone from Ulead has a workable solution for "Smart Download"? Other than "don't use it".
