changing quality of movie is not changing file size

Newbie question here... we have a 45 second clip that we are trying to save as a WMV, to post on our website.

Whatever quality/frame rate, we choose, the file size is always 4.1 MB.

Low quality, high quality, 15 fps, 30 fps, smartphone....?

It always saves the file as 320x240, 30 fps.

Is this expected behavior or is there something amiss? We are using the trial version of 9.0. Could this be a limitation of the trial version of the software? I poked around in the documentation and didn't see that listed as a limitation.
