I've been trying to fix this for months. I'd already done all the Ulead suggested "System Tweaks," followed all the suggested procedures, and finally even upgraded my RAM to 1GB.
But here's what fixed it: I have DUAL VIDEO CARDS AND MONITORS. In the DISPLAY/PROPERTIES menu, I unchecked the "Extend my Windows desktop onto this monitor" box for the secondary monitor (the one that does not have the Start button and Windows toolbar on it. That did it.
Now the audio/video sync is drifting off over a long (30 minute) program, but I'll deal with that next.
Put the dual monitor issue in the Knowledge Base!

pixel problem with Video Studio 9
Seems one spends more time trying to get this progam to run than actually using the program. Would love to know the solution but at this time VS9 is looking like heading for the rubbish pile and Pinnacle might get my business. Thanks for your reply.
