Menu problem with MovieFactory 3

I can't seem to get a simple basic menu set up properly. I have one WMV video file I created in Microsoft's Photo Story 3. I want to bring it into MovieFactory 3 and create a DVD disc with just one main menu (multiple pages). The first chapter would represent the entire show. I'd like it to be the first thumbnail in the menu. Then I'd like individual thumbnails to appear on the same screen for each chapter thereafter. In effect, they would just represent a starting place to begin playback. I can't seem to add chapters to the Main Menu. The program keeps making me go to a sub-menu. I try to add chapters to the main menu, but can't do it. It forces me to create a two-level awkward menu system. What am I doing wrong?
