Freeze Frames jitter when DVD is played

My video has a few scenes which include freeze frames for a few seconds. The video has been rendered in DVD PAL mpeg in media studio+ then burned on to DVD using Movie Factory2. The video is perfectly OK when viewed before burning, but when it is viewed from the DVD the freeze frames jitter quite badly. Does anyone have any idea where the problem lies? The problem shows up on two DVD players and two computers so it doesn't seem to be dependent on the player.
