[req]transformer ntsc mpeg1 to pal mpeg1 help

Hello, i had capture a cartoon with the setting:

ntsc 320x240 44100 hz 224

and when i recode to

pal 358x288 44100 hz 224

the audio and the video are not syncronize

with videostudio 9 how is possible to do it? which are the exatly setting?
