I am trying to make a gif animation out of a 5-6 second football clip.
Is there a way I can resize the avi file other than frame by frame?
I have found the "Transform tool" that will resize the video frame by frame, but this clip is over 100 frames.
Any way to do it to just one frame and apply it to all the others?

new
When making a new project, you can already set the size of all of your frames. If you set the desired height and width after creating the new project, you'll be able to see that all inserted videos will comply to the frame size you have set in your project. ^_^
