Usually with dll errors like this one it is an incorrect version that is causing the issue. It may be that PI 11 updated the dll and Windows is now complaining about it or maybe the other way around. You could try running the system file checker and seeing if you can restore the original (read: correct) version. Im not saying it will fix it, but it is worth a try as a starting point.
Start --> Run, type in "sfc /scannow" (without quotes), hit OK and let Windows do its thing. You may be prompted for your original windows disk (or install location).
