Yes, you can convert SD into HD (with NO improvement in quality, of course - you cannot add what isn't there).
No, because there is no standard yet for HD DVD that you can play to a TV. However, if you have the right hardware that can plug into your TV, you can probably send the signal there from your computer.
That having been said, does not your TV accept SD, as well as HD? If so, why not just make an SD DVD?

I am a NEWBIE at this and have a lot to learn and understand. Is there a book that can help me understand all the terminology . Like video editing for dummies or what would be better is a class that I can take to understand how it works?
