What software do I need?

I want to take video clips from dvd movies, record my own audio tracks to them, splice them back together, and burn a dvd of the finished product. Will the ULEAD Video Studio work for that, or is there some other software I would need? I would also like to be able to add special effects and things to the video as well as possibly edit the video to create a different story. But the main thing is just being able to add an audio track in the right timing to a video track taken from a dvd. Please help, I don't know where to start.

Ulead VideoStudio9 - Cheaper
Ulead MediaStudio 8 - more expensive
There are 30 day trial versions of both available to download from the Ulead Website.
