video setting?????

HELP.....Can someone tell me what settings I should be using when outputting a COOL 3D STUDIO video file(ntsc) for VS9. I have tried outputting using 720x480 DV NTSC and when i put it in VS9 it has a black border on bottom????? when I check properties it shows it as 720x480, other avi files that have no border, that I have Captured also show as 720x480????? Seems I have to output it in 768x576 to get it to fill the screen????? I thought 720x480 would be the proper setting for NTSC??????
