There HAS to be a simple answer to this question, but I can't figure it out, so be patient.
When applying the colour balance filter, for some reason best known to Ulead, all the presets seem to 'fade' the colour from it's starting point towards a red/blue/green whatever hue progressively through the clip. This is not what is suggested by the icon for the preset, where only the top LH preset provides this ramping.
The only way I can see of 'locking' the colour to chosen RGB values is to to use large numbers of key frames, which seems bizarre !
What am I missing ?! Thanks.

You are in luck.
You can adjust the color balance by selecting a clip in the timeline, then clicking on the "Color Correction" icon located on the left hand panel toward the top. Then, magically, a panel will slide out from the left, which carries all the controls: Hue, Saturation, Contrast, Brightness, Gamma, which will apply equally to all the frames in the clip.
You accomplish the same thing by dragging a Video Filter from the library onto your video clip, then setting the attributes on both the beginning and the end of the clip (moving the slider all the way to the right in the Customize section). Then they will remain the same throughout the clip.

PS - I started by setting attributes at the beginning and end but the colour still changes in between before being pulled back to the colours set in the final reference frame - but only sometimes ! Weird!!
PPS - this phenomenon also applies to other filters with preset values, eg the brightness and contrast. If you choose a preset, then tweak the sliders, they automatically slide back to the preset values over the length of the clip.
