Video File output???

HELP.....Can someone tell me what settings I should be using when outputting a video file(ntsc) for VS9. I have tried outputting using 720x480 DV NTSC and when i put it in VS9 it has a black border on bottom????? when I check properties it shows it as 720x480, other avi files that have no border, that I have Captured also show as 720x480?????
