best way to blur a face or object in a video

Often, when they show a video on TV, the face, car license, other object, is blurred.

What is the best way to do this in either VideoStudio 8 or MediaStudio Pro 7.0?
Video Editor 7.0 with a blur filter and a Video Paint 7.0 filter?

There also seems to be a bug/difference of behavior in Video Editor 7.0 - drag and drop a filter does not produce the region dialog box! Right click or Clip --> Filter menu does. This may be the root of my problem.
