VS9 audio rubber banding doesn't work

I recently upgraded from VS8 to VS9 and am used to adjusting the audio level within a background music clip using the rubber band tool. The tool seems to work in VS9, but when I go back to play the clip, there is no volume audible except at the peak of the rubber band. It sounds fine while adjusting with the slider, but same thing, the audio drops to nothing off the peak of the settings. What am I doing wrong? :?:

An alternative method of adjusting your volume is, prepare all you video, transitions, cuts, overlays etc.

Now export an audio file. Open that file with a sound editor.
A good one is a freebie called Audacity
http://audacity.sourceforge.net/
Do your sound editing in audacity (or your chosen editor)
Now replace your soundtrack with your newly edited one.
