I have installed PI 11 and PEX 8.6. PhotoImpact works great. I have not yet been able to use PhotoExplorer. It starts up, displays the "Quick Start" dialog, with "My Pictures" as the default directory behind the dialog. Before I can do anything, PEX says that it needs to close (although it is very sorry about any inconvenience) and that's that. I have tried changing screen resolution without any change in the problem. I have an emachines t3092, with Athlon XP processor, 1gb of memory, 51gbyte of free disk space, nVidian GeForce4 MX GPU built in to the motherboard. Any help would be appreciated.
Thanks,
Rick.

Same Exact Problem
I too have the same exact problem! PhotoImpact 11.0 works fine, but PhotoExplorer 8.6 crashes at starup with the same error you receive. I have download the available updates too. They have a CDR burning fix and DLL fix. Same problems continue. I have unninstaled and reinstalled several time as well. I have re-applied Windows XP Service Pack-2. No good same problem. I donloaded an older trial version of PhotoExplorer 8.0 and it does the same thing.
