transitions and very jumpy film, long time confused user

This may not be down to ulead but it is part of my system so here goes.

I had a full system death three weeks ago which involved a reformat and reload of all my software and since then I have not turned out one flicker free DVD. It is mainly on transitions between stills which look awful but it is also noticeable in normal film. In a still (particualrly if pulled from the film as a frame) parts seem to be jumping and other parts are still.

Stats:
Mostly from VHS through an ACE for Time Base Correction
captured on a Matrox RTX100
edited on Adobe premiere pro 1.5 to .avi
Transferred to .mpg with TMPGEnc 3.0 express at 7000 VBR / 384 audio
Authored with Ulead DVDWS 2


I have tried to use the .avi with Ulead to use it's own decoder but the problem remains. For some reason my Premiere pro will not let me export to mpg at all and just ignores me when I try but that is for a different group.

So is it my capture (fields?), my editing (Adobe) my transfer (TMPGEnc) or my authoring (Ulead DVDWS). This is most annoying as I have had three years trouble free but now I have enough coasters to last a good few years.
Oh I had a new 2nd hard drive installed after the crash could that be an issue?

Right!

I have right clicked on each image and put the frame hold / anti flicker on and that helps the still image, I have also de interlaced the still images. So that bit seems to be sorted.

HOWEVER the transition between the images is still all over the place. It is a real judder across the screen. Is there anything I can do to stop this or I won't be able to use any transitions.

I know not strictly a Ulead issue but I know someone here will have the answer.

What is generating the transitions? Are you using DVDWS to transition between stills or are you using a video editor to create an mpg that you then import into DVDWS?
