Video Ed 8 - MPEG Output Settings>Video Settings...Bitrat

Am trying out MSP8. In Video Editor 8, (File>Create>Video File) trying to transcode a 2 hour 3 min. mpg (DVD-Pal 4:3) captured at 6000kbps avr VBR, (in Video Capture 8) to 5400 avr VBR, to fit on a DVD 5. What should be my Max, Avr., and Min. kbps values in "MPEG Output Settings'?
And why in 'Video Save Options'>Compression>Video Data Rate does the kbps value represent the Maximum Bitrate, not the Average? The only way I can get anywhere near an average VBR of 5400, is to set both the Average & Maximum values to 5400kbps. With these settings, checking results with PVAStrumento shows a GOP Bitrate Min/Avr/Max of 2348/4059/5539...is this an accurate way to check actual bitrate of mpg?
Any help or guide to a tutorial would be much appreciated.

Are you editing the video, or just trying to shrink it down to fit onto a DVD5 disc?

If just trying to shrink it down, I would Author a DVD using the current video, and output to DVD FOlders onto your hard drive.

Then use a free program called DVD Shrink to shrink it down to size...

As to the bitrate settings, the AVG should be what you want in the final output. If you are not in the Advanced menu of the encoder, then the bitrate you enter will be the MAX value.

I am editing the Video in so far as setting the entry & exit points.
I would think that MSP Video Editor 2 pass re-encode quality would be superior to DVD Shrink.
In the Advanced menu, I end up with the Max value Bitrate, not the Avr value (checking the re-encoded video with PVAStrumento). For instance, if I set Max to 6000 kbps and Avr to 4400 kbps, the mpg is re-encoded to an average bitrate of 6000 kbps....could this be a bug in the program?
