Horizontal white bar in tranfer from Hi 8 analog camera

I find a horizontal white section when I try to transfer tape from a Hi 8 analog video camera using Movie Factory 2. The white section lasts for about 5 seconds and occupies the center half of the screen. The top and bottom section of the picture are fine, sound is fine. I get 2 or 3 of these in an hour of tape, not in the same place if I upload again.

Help would be appreciated, I have pulled out most of the hair I have left.

Hardware and OS? Project settings? Connections??
