How to do a full uninstall and clean re-install?

I'd like to do a complete uninstall and clean re-install of VS9. I've tried the normal uninstall procedure through Windows XP "add/remove programs" and followed with a manual deletion of the remaining Ulead VS9 folders. It does of course remove the program but when I re-install VS9 my former preferences, etc., are preserved and carried over to the new installation. Can anyone explain how to FULLY remove all traces of VS9?

My reason for asking is related to a problem I've just posted with the subject "Problem with Media Library Video clips V03, V09, etc." if anyine wants to take a look.
