Ideally I would like a title option that reads the DV timecode and allows you to either place the timecode or to start a count up or count down timer that would overlay it on top of the rendered video, complete with a customization feature that lets you choose a font, color, and timecode format. What I want to achieve is when an event occurs in the video I want to be able to display the amount of elapsed time as the event plays until the end of the event.
If an effect was available I could cut the video at the start point and stop point of the event and apply the effect to the clip.
I've seen in another post a way to place the timecode on your raw video file. The downside of this is having to have two copies of your DV avi file and then having to locate the event in both videos and replace the "untimecoded" event clip with the "timecoded" clip. This would work but would definitely be a lot of work to achieve something that I think should be rather simple.
Does anyone have any ideas about how I could achieve this or know of an effect of add-in that will do what I need??
timecode or running stopwatch over video event clip?

Do a google search for robotiq filters. It had a timecode filter that would display the actual timestamp of your footage with seconds. If you can't find it email me. As for the elapsed time part, why not shoot a stopwatch with your cam and use it as an overlay. In the thread, one poster mentioned creating a countdown in COOL3D. I have both COOL3D 3.5 and COOL3D Production Studio but have never tried it.

The Robotiq website seems to have disappeared, but the filter has been mirrored:
