Unfortunately, my video is portrait with black letter-boxing on both sides. I try to rotate it, and it rotates the letterbox with it, so there is black space above and below. How do I enlarge the video so that it fills the entire video window in 16 x 9? I am running Ultimate 2023. The attached video is with a rotate clicked once.

By the way, is this the correct way of submitting .VSP and .MP4 files for review?

There seems to be two things going on here Portrait or Landscape.
although the video looks as though portrait it is actually a widescreen video, the left and right sections being transparent, rather unusual
I would suggest you check / change your recording settings, if you can.
First i inserted the video to the timelines this set the project to 1920 x 1080 widescreen
Changed the background to blue to id the actual frame.
Used the crop tool to remove the transparencies'.
Now the video looks like a portrait
Use the scale mode to fit to widith with keep aspect ratio,
I have attached a smart package with video and text info.

Thanks lata. You have helped me several times and I greatly appreciate it. I thought I had tried all these and I could not get it to work. I do not have time this morning, but I think I will later today, and your steps seem straightforward to follow.
The video was taken as a screen recording. It was the only way I could get the AR feature to record the video. This is why it is recorded in portrait (landscape?) when I want it to be recorded in the other. Either way, I will document what we did so that when it occurs in the future, I will know what to do.

I was able to test your suggestions this evening, and am happy to report that I was able to rotate to my heart's desire. I needed to do some image stabilizing, and this caused a bit more consternation, but I finished it. You can see it here.
