Resize doesn't work using the keyboard for the first time

I opened a bunch of photos I wanted to resize. Working with the first one, I used my keyboard, SHIFT S. It didn't work at all. However, if I go into the menu and click on Image, Resize, it will work for that photo. Then I can use the keyboard for any other photos as long as I don't clear them off my workspace. Once my workspace is cleared, I have to do it over again
