I select Arial for the font; and in the Materials palette, I choose black for the "Foreground and Stroke" and black for the "Background and Fill" color. But when I type text, it keeps appearing as unfilled outline. The "Background and Fill Properties" box is locked as transparent, even though "Color" is selected.
The only way I can get a solid color is to go into Vector Properties and select the fill color. This is a bit lame. The manual is useless. Is there a way to make PSP honor what is selected in the Materials palette?

Just to make sure I understand, are you saying that even when you click where the arrow in pointing in the below image that it will not switch from Color to Transparent? If so, try doing a reset to default. https://forum.corel.com/viewtopic.php?t=67616

I think they're saying the opposite, that it won't turn off transparent even though they choose a color.
The three buttons under the swatches are "type"(gradient, pattern, color), "texture", and "Transparent". What you're describing suggests you just need to toggle the "Transparent" switch off. And of course, the "Transparent" switch only works with vectors so it's not available until you choose the Text tool or similar.
Also do you have "All tools" checked like it shows in Kathy_9's screenshot there? That determines whether or not you're telling PSP to use the exact same settings for all tools, or if each tool should retain the last used material settings.

Thanks for your kind response. I reset to default, after which selecting "Color" let me choose fill color. But if I select "Texture" then selecting "Color" no longer works. To select a fill color then, I must select "Texture," instead of "Color." Resetting to default no longer works, until I exit and relaunch PSP. I regard this mislabeling to be a lame bug in version X8. Surely it was fixed in the newer versions.

Texture adds a texture to the selected color, simulating drawing on an uneven surface. This will introduce transparency. You should just turn off texture to get back to solid colors. Or did you mean pattern?

No, I must click on "Texture" for "Color" but only if I do the following.
1. The first of the three icons (Color) in the "Background and Fill Properties" box correctly lets me select text fill color.
2. If I click on the second of the three icons therein (Texture), the first icon (Color) no longer permits selection of color. It becomes a preview of texture.
3. With the first icon (Color) now previewing texture, I must click on the second icon (Texture) to select a fill color for text.
4. After clicking on "Texture" for color, the first icon (Color) once again lets me select color. I only discovered this by playing with the three icons.
Now that I know the anomaly, I can toggle the icons. I just have to remember that if I select Texture and later need to select a fill color, I will need to click on Texture. I see this crap shoot-like selection as a bug. I'm curious to learn if others experience this problem in a later version, to see if the issue was fixed.
