Is a Palette linked to a certain *.jpg/*.png file or image independent?

If you're talking about Swatch Palettes that are available in the Materials Palette, those are just sub-folders full of swatch files, those are found in the Swatches folders.
For this answer I assume when you say "palette" you're referring to times when your image is set to 256 or fewer colors and what colors are available are defined by the palette.
1) All paletted images have a built-in palette. You can have PSP load up a saved color palette to replace the current one built-in to the image, but when you save it'll overwrite the old colors inside the file with the new ones.
If you load a non-paletted image and then reduce the colors to 256, PSP will auto-generate the palette from the available colors.
2) Any default palette files that come with PSP are found in the ProgramData or Program Files locations. If you go to File -> Preferences -> File Locations and choose "Palettes" from the list you'll see all folders that PSP looks in to find these files. For example in 2023 the safety.psppallette file is saved in "C:\Program Files\Corel\Corel PaintShop Pro 2023 (64-bit)\Languages\EN\Palettes"
3) If you wish to save out the current image's palette you do so by going to Image -> Palette -> Save.
4) No guarantee of that, no. They would have to support this particular format, and each editor has their own. Though, if the format is simple enough (and most are) it would be possible to make a conversion script. I've done this with importing palettes from other programs into PSP.
