Sorry if this has been answered elsewhere, searching didn't really yield any results. I'm using PSP 2019. I'm constantly finding myself needing to move a layer with the Move Tool (alternate to Pick Tool). When I use this tool it will default the layer selected to the top layer, this is very frustrating. Is there any way to not have this happen? I have a color layer or a lighten layer on top and the camera has moved slightly with a previous layer. Even if I make the top layer lower opacity it still refuses to select and use the lower layer no matter what I try. Is there a trick? Does the latest version have auto align layers yet?
The manual is pretty useless for this, doesn't even give the caveat that the layer to be moved needs to be the top layer.

Have you tried activating the layer you want to move on the Layers palette, and holding down the Shift key while dragging the layer?
Normally the Move tool activates and moves the first layer with a non-transparent pixel under the cursor, in your case the top layer. The Shift key makes it use the active layer.
